Senator Tan Parker Files First Bill to Establish Homeland Security Division – SB 780

Austin, Texas — Senator Tan Parker announced today the filing of his first bill of the legislative session, a Republican priority aimed at strengthening Texas’ security infrastructure. The legislation establishes the Homeland Security Division within the Texas Department of Public Safety (DPS) to coordinate multi-agency, multi-jurisdictional efforts in protecting the state against homeland security threats.

“This legislation underscores our unwavering commitment to ensuring the safety and security of every Texan,” said Senator Parker. “By creating a dedicated Homeland Security Division, we are enhancing Texas’ ability to respond to evolving threats and ensuring a unified, strategic approach to safeguarding our state.”

The bill formalizes the Homeland Security Division’s role in leading the state’s border security operations, coordinating intelligence, and protecting critical infrastructure such as energy, communications, and transportation systems. It also establishes programs to assess and mitigate risks, collaborate with local governments, and strengthen public-private partnerships.

Highlights of the legislation include:

  • Border Security Planning and Coordination: Supporting federal, state, and local agencies in securing the Texas-Mexico border.
  • Intelligence and Surveillance: Managing Operation Drawbridge to monitor and secure the border.
  • Critical Infrastructure Protection: Prioritizing security in sectors vital to Texas’ economy and daily life.
  • Homeland Security Preparedness: Developing strategic plans, conducting risk assessments, and hosting exercises to improve disaster response capabilities.
