Sen. Lucio announced approval by full Senate of two Rio Grande Valley appointments to statewide service agencies

AUSTIN, TX--On Wednesday April 4, 2001, the full Senate confirmed the appointment of Dr. Ruben Martinez to the Texas Health Care Information Council and Mrs. Judith Bowen to the Texas Board of Occupational Therapy Examiners. During the interim, Sen. Lucio affirmed their appointments.

Prior to full confirmation, the Senate Nominations Committee initially approved them on Wednesday March 28, 2001.

Sen. Lucio noted, "Dr. Martinez has an outstanding record of involvement with his community and a strong professional ethic. As a longtime resident of Harlingen, he will certainly serve the state--and in particular the Rio Grande Valley region--well in this capacity."

In addition to his thriving medical practice, Dr. Martinez has contributed to many professional societies and volunteer activities in the Valley community. He maintains membership in the AMERICAN URO-Gynecology Society, Texas Medical Association, and Cameron-Willacy County Medical Society. He also actively participates in the 100 Men's Club at the Immaculate Heart of Mary Catholic Church, the Board of the Harlingen Chamber of Commerce and the Board of Texas State Technical College.

The Texas Health Care Information Council was created in 1995 to collect and make available data relating to health maintenance organizations. By providing this information, the council enables consumers and health plan purchasers to make informed decisions.

When seeking her appointment, Mrs. Bowen stated, "I would feel truly honored to be on the regulatory Board for my profession. I have high standards of myself, my co-workers, and my students and feel very strongly that our clients deserve ethical and quality care."

Mrs. Bowen is a professor at the University of Texas-Pan American, and she currently resides in Edinburg.

As an active member of the Texas Occupational Therapy Association and the American Occupational Therapy Association, she participates in a variety of training, marketing and research conferences. She also serves as a member of the Center for Advancement and Personal Actualization Board, and on the editorial board of the journal Innovations in Occupational Therapy Education.

Expressing his support of Mrs. Bowen, Sen. Lucio said, "I am confident that Mrs. Bowen's extensive experience in her field will assist her as she makes important decisions that can affect our great state. Her dedication to a number of community organizations demonstrates the leadership and commitment necessary to be an excellent representative for the Texas Board of Occupational Therapy Examiners."

The Texas Board of Occupational Therapy Examiners serves as the state's professional licensing board for occupational therapists and occupational therapy assistants. In addition, it monitors services relating to occupational therapy to ensure that those services comply with state law.

Both of these new appointees will serve the public for four years. Dr. Martinez's term expires September 1, 2005, and Mrs. Bowen's term expires February 1, 2005.
