Higher Education Funding in SB1:

  • Prioritizes funding for students:
    • Maintains existing funding formulas for higher education;
    • Continues current levels for Texas major financial aid programs for public institutions of higher education, including TEXAS Grant;
  • Sets aside $300 million for special items such as pilot programs, research, museums, and start-up costs for university initiatives -- a reduction of $800 million from FY 16-17;
  • Appropriates $18.3 billion for higher education for FY 18-19, a decrease of $400 million from FY 16-17, but an increase of $1.6 billion over FY 14-15. The Legislature increased the higher education budget last session by $2 billion;
  • Increases funding for Graduate Medical Education by $44.1 million with the goal of ensuring that residency slots are available for Texas' medical school graduates.

Statement from Senator Nelson: "As a starting point, SB 1 prioritizes taxpayer resources toward educating the student and providing financial aid. Special items have grown exponentially, and we need a thorough review to ensure we are making the most efficient use of our higher education dollars."
