  • Department of Motor Vehicles
    • SB 2 appropriates $80.4M in GR to the Department of Motor Vehicles to eliminate diversions from Fund 6, the State Highway Fund, to the DMV.
    • SB 2 also includes a rider that states should the Texas Department of Motor Vehicles (TxDMV) Fund be re-created, it would require fees collected by or on behalf of the DMV that were previously deposited to the State Highway Fund to be deposited into the new TxDMV Fund. Upon re-creation of the fund, money from the TxDMV Fund would then replace GR appropriated to the DMV in the budget.
    • Statement from Senator Nelson: "As we end diversions from our state highway fund, we must ensure that the programs and departments that previously relied on Fund 6 continue to receive the support they need for operations."
  • Workforce Commission
    • SB 2 includes an increase of $855.6M in All Funds for the transfer of Vocational Rehabilitation, Business Enterprises of Texas, and Disability Determination Services programs from the Department of Rehabilitative Services to the Texas Workforce Commission. This was a modification to TWC's Sunset report proposed by Senator Nelson and adopted by the Sunset Advisory Commission.
    • Statement from Senator Nelson: "The goal of these programs is to train individuals with disabilities and help them fully integrate into our workforce. The Texas Workforce Commission already operates several other programs with the same goal, and it makes sense to align these programs in the agency whose mission is to help Texans find employment."
