Highlights:

  • Texas Education Agency
    • SB 2 covers $2.5B in enrollment growth for an estimated 83,000 additional students in 2016 and 85,000 additional students in 2017.
    • SB 2 maintains the increased basic allotment of $5,040 from 2015, an increase over the 2014 level of $4950.
    • SB 2 includes $200 million to make sure that districts taxing at the same levels are treated equally under the formulas.
    • SB 2 adds $100M to start reading and math academies for K-3 teachers; $18M as a starting point for autism programs (double current funding at DARS); expands the Teach for Texas Loan Repayment Program; and adds $25M for career courses for middle school students.
    • Statement from Senator Nelson: "Education is the pathway to our success. We need to make sure that students have a bright future and that Texas continues to have a well-educated workforce. Our budget will ensure that every child in Texas has access to a quality education."
  • Permanent Fund Supporting Military Veterans Exemptions
    • SB 2 includes $11.75M per year for permanent fund to offset costs to universities for the Hazelwood exemption.
    • The Veterans Commission also receives $30M to reimburse institutions over the biennium.
    • Statement from Senator Nelson: "The Hazelwood program was intended to help Texas veterans and their families pursue higher education. The recent lawsuit has made it financially unsustainable, and we will need to consider ways to restore this program to its original mission."
