AUSTIN — Texas State Senator Jane Nelson, R- Flower Mound, concurred today with the Texas House of Representatives amendments to SB 149 which reforms the governance and strengthens oversight at the Cancer Prevention and Research Institute of Texas (CPRIT).

"We worked extremely hard this session to ensure this legislation has the strongest possible checks and balances so CPRIT can move forward in a fair and transparent manner," said Senator Nelson. "It is a great feeling to see it go to the Governor's desk, and we can now look forward to seeing the institute continue its life-saving work against cancer."

The House amendments include:

  • Requiring the appointment of a new Oversight Committee;
  • Clarifying the process for certifying matching funds;
  • Adding language from SB 150, a bill filed by Senator Nelson, to allow royalties, licensing fees and other equity generated by CPRIT-funded projects to be used for debt service;
  • Prohibiting a salary supplement for the CEO and requiring that salary supplements for the Chief Scientific Officer must come from appropriations or bond proceeds;
  • Clarifing the qualifications necessary for a trained patient advocate to serve as a peer reviewer; and
  • Requiring that additional ethics information be reported on CPRIT's website.

The bill, which must pass in order for CPRIT to receive funding in the next budget, will now go to the Governor for his signature. SB 1, the appropriations bill, includes $300 million per year over the next two years for cancer prevention and research grants in accordance with Proposition 15, approved by voters in 2007 to establish CPRIT and authorize $3 billion over 10 years with the goal of eradicating cancer.
