AUSTIN — The Conference Committee for SB 1, the appropriations bill, today adopted the state's health and human services budget, which accounts for nearly a third of the overall budget and supports seniors, children, individuals with disabilities and other Texans who rely on state services.

"Not only does this budget meet our responsibilities to the most vulnerable among us, it ensures that we are delivering efficient, cost-effective services that actually achieve healthy outcomes for our citizens," said Texas State Senator Nelson, R-Flower Mound, a member of the conference committee and the lead Senate negotiator for the health and human services budget. "From the beginning, we set out to prioritize preventive health services for Texas women, address our mental health care needs, and better protect children in Child Protective Services. This budget accomplishes our goals."

The Committee voted unanimously to adopt Article II that includes:

  • $132 million above the base budget for women's health via the Community Primary Care Services Program and family planning grants;
  • $259 million above the base budget for mental health services - eliminating all current waiting lists, increasing services for veterans, providing grants to local mental health authorities and cities to combat homelessness and increasing funding for crisis mental health programs; and
  • $25 million above the base budget for prevention programs in Child Protective Services, as well as fully funding all requests for additional caseworkers.

The committee will continue to consider other sections of the budget this week before adopting a final budget to be considered by the House and Senate. Senator Nelson is one of five Senators and five House members to serve on the Conference Committee for SB 1.
