Interim Charges

Identify areas of concern and offer recommendations for legislative action, if necessary, regarding extraterritorial jurisdiction and municipal annexation, including the use of strategic partnerships, interlocal agreements and other means to promote regional cooperation.
Determine the degree to which county and school district property tax bases are affected by municipal annexation and how annexation influences the provision of local infrastructure.
Review the powers and duties of municipal utility districts and make recommendations for legislative action, if needed.
