Senator Tan Parker Introduces Legislation to Promote the Innovation, Efficiency, and Ethical Use of Artificial Intelligence by Government

Austin, Texas — Senator Tan Parker has filed Senate Bill 1964, groundbreaking legislation aimed at enhancing efficacy, transparency, accountability, and governance in the use of artificial intelligence (AI) by state and local government entities in Texas.​

"Artificial intelligence has the potential to transform government services and improve efficiency, and we must also carefully manage the risks." Senator Parker said. "Senate Bill 1964 establishes clear guidelines and balances innovation with oversight mechanisms to ensure AI systems respect the rights, privacy, and dignity of all Texans."​

Key provisions of the bill include:​

  • Creation of an AI System Code of Ethics aligning with the National Institute of Standards and Technology's AI Risk Management Framework to avoid a national patchwork of regulatory frameworks.​
  • Formation of an AI Systems Advisory Board to guide how AI systems can be deployed to increase government efficacy and innovation.​
  • Establishment of minimum risk management and governance standards to ensure transparency and accountability.​
  • Educational programs to enhance public awareness and government employee training regarding AI benefits, risks, and compliance requirements.​

Senator Parker also emphasized the necessity of human oversight; "AI should serve as a tool to support, not replace, human judgment in critical decisions affecting our citizens. Senate Bill 1964 ensures meaningful human engagement remains at the forefront of AI integration in government services."​

The bill also highlights AI's potential to enhance government efficiency. The AI Systems Advisory Board is tasked with identifying opportunities to implement AI solutions that reduce administrative burdens and streamline procurement processes, thereby enabling more efficient delivery of services to Texans.​

"This is the new space race, and this time, it's about artificial intelligence," Senator Parker remarked. "It's imperative that we establish a balanced regulatory framework that unleashes innovation. Senate Bill 1964 strikes that balance, ensuring Texas remains at the forefront of technological advancement."

Senate Bill 1964 is currently pending in the Texas Legislature.
