Key Points for Today's Hearing
- SB 1 includes a $475M appropriation in All Funds for the Texas Lottery Commission. In FY 2016 the Commission transferred $1.3B to the Foundation School Fund and $14.7M to the Veterans Commission -- both are the largest revenue transfers for those respective programs in state history.
- SB 1 funds Article VIII, related to regulatory agencies, at $626.5 million – a decrease of 34.6 percent over FY 16-17 levels.
- The agencies in Article VIII include a majority of the state's regulatory boards and commissions including health-related occupations, non-health-related occupations, securities and pari-mutual racing.
- Regulatory agencies are primarily funded by licensing fee collections.
