Consequently, the housing was not subject to building codes, most units did not even have basic utilities, and none of the streets were paved. The 1920s vision of an industrial district in West Dallas was unrealized except for the plants, quarries, lagoons, tank farms, and bur- row pits that had been initiated in previous decades.

Eight years later, another set of aerial photo- graphs was taken of West Dallas. There had been an explosion of post-war housing that had been constructed in the area, but it was in unin- corporated Dallas Co.
