Industry required a workforce and Eagle Ford, another com- munity called Cement City, and West Dallas in general were developed with segre- gated enclaves for Anglo, African American, and Mexi- can American workers who lived with their families. They were employed as section hands and laborers by the T&P, and later, as laborers, plant workers, and drivers for other West Dallas companies.
