Industrial lagoons were excavated adjacent to refineries and tank farms in an effort to contain petroleum spills that routinely occurred with the operation of these faci- lities. Left open to the air, the lagoons were point sources for light hydrocarbons, poly-aromatic hydro- carbons, and heavy hydrocarbons such as tank tar.
